Behaviour policy Essay

Behaviour policy is a guideline to all staff on how pupil behaviour should be managed it is important that this policy is constantly being applied to ensure full safety of the pupils; this is why all staff must be familiar with this policy. The policy outlines the schools aims of how to create a positive community atmosphere in which children can learn effectively by showing good standards of behaviour. The school aims to identify and respond to good behaviour in children, promoting a positive classroom environment where children with good behaviour and work are recognised. It outlines rewards & sanctuary’s and sets put a code of conduct that all children staff, parents and governors should be aware of. Although good behaviour is encouraged in schools, children will still behave inappropriate at times consequences for bad behaviour †¢Name on the board (sad face) †¢Miss time out from golden times, break or lunch play. Be sent to the head of year / deputy head †¢Be sent to the head teacher and a meeting with parents. This policy applies to everyone in, and every one visiting, our community. The setting policy includes guidance on how to prevent bullying. Discusses monitors and reviews our anti-bullying policy on a regular basis. Supports staff to promote positive relationships and identify and tackle bullying appropriately. Ensures that pupils are aware that all bullying concerns will be dealt with sensitively and effectively that pupil feel safe to learn and that pupil go by the bullying policy. Reports back to parents/carers on bullying and deal with complaints. Definition on bullying is name calling, taunting, mocking, making offensive comments,; kicking; hitting; taking belongings; inappropriate text messaging and electronic messaging (including through web-sites, Social Networking sites and Instant Messenger); sending offensive or degrading images by phone or via the internet; producing offensive graffiti; gossiping; excluding people from groups and spreading hurtful and untruthful rumours. Night World : Witchlight Chapter 9

Keller reacted instantly and instinctively. She changed. She did it on the leap this time. Rushing the process along, pushing it from behind. She wanted to be entirely a panther by the time she landed on the girl's back. But some things can't be rushed. She felt herself begin to liquefy and flow†¦ formlessness†¦ pleasure†¦ the utter freedom of not being bound to any single physical shape. Then reformation, a stretching of all her cells as they reached to become something different, to unfurl like butterfly wings into a new kind of body. Her jumpsuit misted into the fur that ran along her body, up and down from the stomach in front, straight down from the nape of her neck in back. Her ears surged and then firmed up, thin-skinned, rounded, and twitching already. From the base of her spine, her tail sprang free, its slightly clubbed end whipping eagerly. That was how she landed. She knocked the girl cleanly over, and they both went rolling on the floor. When they stopped, Keller was crouching on the girl's stomach. She didn't want to kill the girl. She needed to find some things out first. What kind of Night Person the girl was, and who'd sent her. The only problem was that now, as she knelt with her hands gripping the girl's arms, staring into dark blue eyes under soft brown- bangs, she couldn't sense anything of the Night World in the girl's life energy. Shapeshifters were the uncontested best at that. They could tell a human from a Night Person nine times out of ten. And this girl wasn't even in the â€Å"maybe† range. She was giving off purely human signals. Not to mention screaming. Her mouth was wide open, and so were her eyes, and so were her pupils. Her skin had gone blue-white like someone about to faint. She looked utterly bewildered and horrified, and she wasn't making a move to fight back. Keller's heart sank. But if the girl was human and harmless, why hadn't she listened when Keller had shouted at her? â€Å"Boss, we have to shut her up.† It was Winnie, yelling above the girl's throaty screams. As usual, Nissa didn't say a word, but she was the one who shut the music room door. By then, Keller had recovered enough to put a hand over the girl's mouth. The screaming stopped. Then she looked at the others. They were staring at her. Wide-eyed. Keller felt like a kitten with its paw in the canary cage. Here she was, sitting on this human girl's midriff, in her half-and-half form. Her ears and tail were a panther's, and she was clothed from her snug boots to her shoulders in fur. It fit her like a black velvet jumpsuit, a sleeveless one that left her arms and neck bare. The hair on her head was still a human's and swirled around her to touch the floor on every side. Her face was human, too, except for the pupils of her eyes, which were narrow ovals, reacting to every change of light and shadow. And her teeth. Her canines had become delicately pointed, giving her just the slightest hint of fangs. She blinked at Galen, not sure what she saw in his expression. He was definitely staring at her, and there was some strong emotion pulling his face taut and making that white line around his mouth. Horror? Disgust? He was a shapeshifter himself-or he would be if he could ever make up his mind. He'd seen her in panther form. Why should he be shocked at this? The answer flashed back at Keller from some deep part of her brain. Only because I'm a monster this way. Panthers are part of nature and can't be blamed for what they do. I'm a savage thing that doesn't manage to be either an animal or a person. And I'm dangerous in this form. Neither half of me is really in control. Someone who's never changed could never understand that. Galen took a step toward her. His jaw was tense, but his gold-green eyes were fixed on hers, and his hand was slightly lifted. Keller wondered if it was the gesture of a hostage negotiator. He opened his mouth to say something. And Iliana came to life, jumping up and running past him and shrieking at Keller all at once. â€Å"What are you doing? That's Jaime! What are you doing to her?† â€Å"You know her?† â€Å"That's Jaime Ashton-Hughes! She's Brett's sister! And she's one of my best friends! And you attacked her! Are you all right?† It was all shrieked at approximately the same decibel level, but on the last sentence, Iliana looked down at Jaime. Keller moved her palm from Jaime's mouth. As it turned out, though, that didn't seem to be necessary. Jaime raised her free hand and began to make swift, fluid gestures at Iliana with it. Keller stared, and then her insides plummeted. She let go of the girl's other arm, and the gestures immediately became two-handed. Oh. Oh†¦ darn. Keller could feel her ears flatten backward. She looked unhappily at Iliana. â€Å"Sign language?† â€Å"She's got a hearing impairment!† Iliana glared at Keller, all the while making gestures back at Jaime. Her motions were awkward and stilted compared to Jaime's, but she clearly had some idea what she was doing. â€Å"I didn't realize.† â€Å"What difference does it make how well she can hear?† Diana yelled. â€Å"She's my friend! She's president of the senior class! She's chair for the Christmas Benefit bazaar! What did she do to you, ask you to buy a teddy bear?† Keller sighed. Her tail was tucked up close to her body, almost between her legs, and her ears were flatter than ever. She climbed off Jaime, who immediately scooted backward and away from her, still talking rapidly with her hands to Diana. â€Å"The difference,† Keller said, â€Å"is that she didn't stop when I told her to. I yelled at her, but†¦ I didn't realize. Look, just tell her I'm sorry, will you?† ‘You tell her! Don't talk about her as if she isn't here. Jaime can lip-read just fine if you bother to face her.† Diana turned to Jaime again. â€Å"I'm sorry. Please don't be mad. This is terrible-and I don't know how to explain. Can you breathe now?† Jaime nodded slowly. Her dark blue eyes slid to Keller, then back to Diana. She spoke in a hushed voice. Although it was flat in tone and some of the sounds were indistinct, it was actually rather pleasant. And the words were perfectly understandable. â€Å"What†¦ is it?† she asked Diana. Meaning Keller. But then, before Diana could answer, Jaime caught herself. She bit her lip, looked at the floor for a moment, then braced herself and looked at Keller again. She was frightened, her body was shrinking, but this time her eyes met Keller's directly. â€Å"What†¦ are you?† Keller opened her mouth and shut it again. A hand closed on her shoulder. It was warm, and it exerted brief pressure for an instant. Then it pulled away, maybe as if revolted because it was resting on fur. â€Å"She's a person,† Galen said, kneeling down beside Jaime. â€Å"She may look a little different right now, but she's as much of a person as you are. And you have to believe that she didn't mean to hurt you. She made a mistake. She thought you were an enemy, and she reacted.† â€Å"An enemy?† There was something about Galen. Jaime had relaxed almost as soon as he got down on her level. Now she was talking to him freely, her hands flying gracefully as she spoke aloud, emphasizing her words. Her face was pretty when it wasn't blue with suffocation, Keller noticed. â€Å"What are you talking about? What kind of enemy? Who are you people? I haven't seen you around school before.† â€Å"She thought-well, she thought you were going to hurt Diana. There are some people who are trying to do that.† Jaime's face changed. â€Å"Hurt Diana? Who? They'd better not even try!† Winnie had been twitching throughout this. Now she muttered, â€Å"Boss†¦Ã¢â‚¬  â€Å"It doesn't matter,† Keller said quietly. â€Å"Nissa's going to have to blank her memory anyway.† It was too bad, in a way, because this girl's reaction to the Night World was one of the most sensible Keller had ever seen. But it couldn't be helped. Keller didn't look at Diana as she spoke; she knew there was going to be an argument. But before it started, she had one final thing to say. â€Å"Jaime?† She moved and got instant attention. â€Å"I'm sorry. Really. I'm sorry I frightened you. And I'm really sorry if I hurt you.† She stood up, not waiting to see if she was forgiven. What difference did it make? What was done was already done, and what was about to happen was inevitable. She didn't expect to be forgiven, and she didn't care. That was what she told herself, anyway. Diana did argue. Keller tried not to let Jaime see much of it, because that would only make her more scared and miserable, and the end really was inescapable. Leaving her memory intact would be dangerous not only for Iliana but for Jaime herself. â€Å"It's death for a human to find out about the Night World,† Keller said flatly. â€Å"And it's worse than death if the dragon and his friends think she's got any information about the Wild Power. You don't want to know what they'll do to try and get it out of her, Iliana. I promise you don't.† And, finally, Iliana gave in, as Keller had known she would have to from the beginning. Nissa moved up behind Jaime like a whisper and a shadow and touched her on the side of her neck. Although witches were the experts at brainwashing, at inserting new ideas and convictions, vampires were the best at wiping the slate clean. They didn't use spells. It was something they were born with, the power to put their victim into a trance and smooth away hours or even days of memoiy. Jaime looked into Nissa's silvery-brown eyes for maybe seventy seconds, and then her own blue eyes shut, and her body went limp. Galen caught her as she feU. â€Å"She'll wake up in a few minutes. It's probably best if we leave her here and get out,† Nissa said. â€Å"Lunch is over, anyway,† Keller said. In the quiet minutes while Jaime was being hypnotized, Keller had finally managed to convince her body that there was no danger. It was only then that she could relax enough to change back. Her ears collapsed, her tail retracted. Her fur misted into jumpsuit and skin. She blinked twice, noticing the difference in brightness as her pupils changed, and the tips of her fangs melted into ordinary teeth. She stood up, shifting her shoulders to get used to the human body again. They were all subdued as they escorted Iliana back to classes. The quietest of all was Keller. She had overreacted, let her animal senses throw her into a panic. It wasn't the first time in her life. The first time in her life had been when she was about three†¦ but better not to think about that. Anyway, it wasn't even the first time in her career as an agent for Circle Daybreak. An agent had to be ready for anything at any moment. Had to have radar running, in front, in back, and on all sides, all the time, and be prepared to react instinctively at the slightest stimulus. If that sometimes caused mistakes-well, it also saved lives. And she wasn't sorry. If she had to do it over, she'd do it again. Better one nice brown-haired girl scared than Iliana hurt. Better, Keller thought with bleak defiance, one nice brown-haired girl killed than Iliana in the hands of the enemy. Iliana represented the future of the entire daylight world. But†¦ Maybe she was getting too old for this kind of job. Or maybe too jumpy. Iliana sat moodily during afternoon classes, like a fairy who'd lost her flower. Keller noticed Winnie and Nissa being extra vigilant-just in case their boss got preoccupied. She flashed them a sarcastic look. â€Å"You waiting for me to slack off?† She poked Nissa in the ribs. â€Å"Don't hold your breath.† They smiled, knowing they'd been thanked. And Galen†¦ Keller didn't want to think about Galen. He sat quietly but intently through each class, and she could tell his senses were expanded. He didn't try to speak to her, didn't even look at her. But Keller noticed that every so often he rubbed his palm against his jeans. And she remembered the way his hand had pulled back from her shoulder. As if he'd touched something hot. Or something repulsive†¦ Keller gritted her teeth and stared at various blackboards with dry and burning eyes. When the last bell finally rang, she made the whole group wait in the chemistry classroom while the school emptied out. Iliana watched and silently steamed as her friends all left without her. Even the teacher packed up and disappeared. â€Å"Can we go now?† â€Å"No.† Keller stood at the second-story window, looking down. All right, so I'm a tyrant, she thought. A nasty, unsympathetic, whip-wielding dictator who jumps on innocent girls and won't let people out of school. I like being that way. Iliana wouldn't argue. She stood rigidly a few feet away, looking out the window herself but refusing to acknowledge Keller's presence. Finally, Keller said, â€Å"All right. Nissa, get the car.† Galen said, â€Å"I'll do it.† The answer to that, of course, was, â€Å"No way.† But Galen was going on. â€Å"It's something useful I can do. I've been standing around all day, wishing I was trained at something. At least driving I can handle. And if anybody comes after me, I can run fast.† The answer to that was still no. But Keller couldn't bring herself to say it, because she couldn't bring herself to face him for a long debate. She was afraid of what she might see in the depths of those gold-green eyes. It would be funny if she'd managed to turn the prince of the shapeshifters off from shapeshifting altogether. Wouldn't it? â€Å"Go on,† she said to Galen, still looking down onto the circular driveway in front of the school. After he had gone, she said to Nissa, â€Å"Follow him.† That was how everyone happened to be where they were in the next few minutes. Keller and Iliana were at the window, staring out at a cool gray sky. Winnie was at the door to the chemistry room, watching the hallway. Galen was a floor beneath them somewhere inside the school, and Nissa was a discreet distance behind him. And standing beside the circular driveway, obviously waiting for a ride, was a girl with familiar brown hair. She was reading a book that didn't look like a textbook. Jaime. It all happened very fast, but there were still distinct stages of warning. Keller was aware of them all. The first thing she noticed was a blue-green car that cruised down the street in front of the high school. It was going slowly, and she narrowed her eyes, trying to catch a glimpse of the driver. She couldn't The car passed on. I should make her get away from the window, Keller thought. This wasn't as obvious a conclusion as it seemed. The Night People weren't in the habit of using sharpshooters to pick off their targets. But it was still probably a good idea. Keller was tiredly opening her mouth to say it when something caught her attention. The blue-green car was back. It was at the exit of the circular driveway, stopped but facing the wrong way, as if it were about to enter. As Keller watched, it revved its engine. Keller felt her hairs prickle. But it didn't make any sense. Why on earth would Night People want to park there and draw attention to themselves? It had to be some human kids acting up. Hiana was frowning. She had stopped tracing patterns in the dust on the windowsill. â€Å"Who's that? I don't know that car.† Alarms. But still†¦ The car roared again and started moving. Coming the wrong way along the driveway. And Jaime, right below them, didn't look up. Diana realized at the same time Keller did. â€Å"Jaime!† She screamed it and pounded the window with one small fist. It didn't do the slightest good, of course. Beside her, Keller stood frozen and furious. The car was picking up speed, heading straight for Jaime. There was nothing to do. Nothing. Keller could never get down there fast enough. It was all going to be over in a second. But it was horrible. That giant metal thing, tons of steel, was going to hit about a hundred and ten pounds of human flesh. â€Å"Jaime!† It was a scream torn from Diana. Below, Jaime finally looked up. But it was too late.

By â€Å"trifecta,† Pincus and Lewis state that serial killers invariably show a combination of brain damage, mental illness and prior abuse (Pincus, 2001, p. 27). Louis Culpepper, who was no t a serial killer, but was a child molester, was the first person who Pincus examined who showed the trifecta. Culpepper was thirty years old and was molesting his six year old stepdaughter. Pincus examined Culpepper and found that Culpepper had frontal lobe damage, and was physically and sexually abused as a child. (Pincus, 2001, p. 27). Culpepper was the initial criminal who showed signs of this trifecta. From there, Pincus examined serial killers, and found that every one of these killers had the trifecta as well. Pincus' theory led him to believe that the typical serial killer suffered from bi-polar disorder, which means that they go through bouts of mania, and it is during this mania that the killer would go through the kinds of manic urges that marks the start of the urge to kill. This is one of the reasons why many serial killers appear normal to the outside world, theorizes Pincus, because if the killer is not going through a manic state, that individual will appear calm and placid to the outside world. Thus, the typical refrain of â€Å"I can't believe that he would do this – he seemed like such a nice fellow† is explained by this, according to Pincus (Pincus, 2001, p. 129). They believe that labelling theory encourages the educational achievement in different social classes. The labelling theory is when the teacher identifies major characteristics of a student. Research shows that teachers are more likely to label middle class children as bright and well behaved but working class children as naughty and disruptive. Following the label being attached on the child is self fulfilling prophecy, this is when the child will respond and act according to the label being placed on them, so a middle class student will act well behaved and complete the work that is set whereas the working class student will disrupt and not complete the work set and therefore not do well in exams. This shows that labelling working and middle class students affects the educational achievements because of their social class. However George H.  Mead can be criticised by material/cultural deprivation. Material deprivation is when the child doesnt have the right equipment for school e. g. books, and cultural deprivation is when the children havent been given the correct norms and values for attitudes to education. This shows that it is not only school factors that affect the differences in education achievement but it is also home factors. Marxists such as Willis would argue that counter school subcultures are the reason why different social class are achieving and underachieving. He claims that working class boys reject the whole idea of school and see school as a place of laughs and a matter of amusement because they do not have the correct norms and values, the see schools as boring so the disrupt lessons and breaking school rules. This behaviour will lead to low grades and therefore low pay jobs in the future. This shows that difference in social class results to different educational achievement. It can be argued that the working class children do not think about the uture also known as cultural capital, working class children only see how they should enjoy themselves in the present time and not what the rewards of education will be later on in life, this could be due to the rise in lone parent mothers and boys do not see a role model father and therefore do not value education, this shows that it is not only school factors that affect the educational achievement but it is home factors as well. Gillborn and Youdell argued that examination sets are split into two tiers, foundation and higher. Pupils that are entered for the foundation paper can not achieve higher than a C, pupils who are entered in for the higher paper are able to achieve A*. middle class students are more likely to be entered in the higher paper and working class are placed in the foundation. This shows that educational achievement is because of school factors and that working class pupils are not given a fair opportunity to education. However Sugarman would argue that educational achievement is not only because of school factors it is also home factors this could be due to class subcultures. He describes working class pupils as fatalistic and that they accept their position rather than trying to improve this. Pupils are not given the motivation for parents to try and improve. She said one of our patient’s family members over heard a conversation that you and another employee had. I knew exactly what she was talking about. A coworker of mines came up to me while I was in a patient’s room and yelled out â€Å"why didn’t you sign off the water log yesterday. I politely said im sorry but it may have been a mistake. If you give me a minute to finish what I am doing here I will come over and take care of it. She said â€Å"what ever, we will see†. The visitor looked at me and said that was very rude but you handled that professionally. With a smile on my face I said thank you very much and left the room. I immediately went to my coworker and politely explained how rude and disrespectful she was to the patient and her visitors. She understood what I was saying, she then apologized to me the patient and the visitors. My manager knows how rude my coworker can be on a daily basis. So she then pulled her in the office and asked us both how us we work the incident out. We both gave our side of the story and we both told the truth. My manager then presented me with a Starbucks gift card for being employee of the week. When communicating with other employees, it is fine if you add a bit of humor to the scene, just to release the stress and tension involved. Make sure you do not get involved in the blame game. Always ensure that you stick to what you said. It is a good idea to share what you recently accomplished and found out. This creates a feeling of openness among the team members.

Robert Schuman proposed to establish European Coal and Steel Community in 1950; the idea was firstly put forward by Jean Monnet. Nations -which have been fight once- would come together with the establishment of this community and as the raw materials of war, coal and steel become tools of peace and reconciliation in a symbolic way. The agreement proposed in 1950 and signed in 1951 in Paris. The main purpose of the agreement was making peace between the winner and looser nations of Europe and brings them together by an economic way. European Union is a union of 27 members now. Turkey made application for membership in 1987. In 1999 accepted as candidate by member states. Then Turkeys full membership negotiations have started in 2005. Beyond being a confederation of countries European Union is a unique structure but it is not a federal government too. It is a new formation and does not enter any legal category. Negotiations are known as primary legislation and primary legislation underlies the secondary legislation which has impact on the daily lives of citizens. Basically secondary legislation consists of regulations and directives adopted by the EU institutions. In addition to the general policies these laws are the result of decisions taken by three EU institutional triangles that is consists of council of EU, European Parliament and European Commission. European Council represents national governments, European Parliament represents citizens and European Commission looks for EU benefits and is an independent organization from EU governments. Members of EU Commission are assigned for a period of 5 years with an agreement between the Member States, depends on the approval of European Parliament. The Commission is responsible to the Parliament, however uses its authority independently with a certain extent. State Aids in the European Union The main economic target of EU is to generate a barrier free internal market between member states. The most effective equipment used by the union is competition rules to achieve this target. In addition to this the main target of competition policy of European Union is to generate a well-functioning internal market of Europe which dominated by market forces by preventing acts that are accepted as breaking competition. Competition can be broken by private enterprises and by giving incentives by member states to intervene the economy. As mentioned above, EU legislation on State Aid prohibits State Aids approves these aids as having impact on competition and incompatible with the internal market. State Aids do not have any specific description in terms of legislation of EU. However the basic provisions of state aids have been determined in Treaty of European Community (Treaty of Rome) article 87, 88, 89 and in Treaty of Lisbon article 107 and 108. The article 87 of Treaty of Rome prohi bits any aids given by member states and their resources, providing advantages to a specific firm or production of a specific good. In this way the article aims to prevent negative effects on competition, competitive area and trade between member states. The task of monitoring state aids is given to European Commission to protect competition and trade. However Treaty of Rome gives permission clearly to some exemptions of state aid if there is a benefit to European Union. It should be noted that state aid precautions can be effective tools in some situations to reach common goals of union. In general it can be said that state aids can increase competitiveness of European Union by correcting market deficiencies and improving the functioning of market. We look at State Aid Policy of EU in the Treaty of Rome. According to the article 87(1), an aid can be named as State Aid by providing the following four conditions: Transfer of Resources : There must be an intervention by the State or through State Resources Economic Advantage : It must confer an advantage on the recipient Distortion of Competition : It must distort or threaten to distort competition Effect on Trade : It must be liable to affect trade between member states. Especially third and fourth conditions are related to concept selectivity which is very important for the definition of State Aid in terms of granting an advantage to a certain company, production of specific products or development of a specific region (Friederiszick, H. W., Rà ¶ller, L. H., Verouden, V. (2006). European State Aid Control: an economic framework.) Economic parties which receiving aid must be in an economic activity and must operate in a trade market between member states. It is not important for recipient to be in a profit seeking activity or not. The important thing here is being in an economic activity. Compatibility Criteria We look at Compatibility Criteria about State Aid Policy of EU in the Treaty of Rome. Despite the negative presumption of Article 87(1) , state aid can be taken into account as compatible with the common market if one or more exemptions of Article 87(2) and 87(3) are fulfilled. The following may be considered to be compatible with the common market: Aid to promote the economic development of areas where the standard of living is abnormally low or where there is serious unemployment Aid to promote the execution of an important project of common European interest or to remedy a serious disturbance in the economy of a Member State Aid to facilitate the development of certain economic activities or of certain economic areas, where such aid does not adversely affect trading conditions to an extent contrary to the common interest Aid to promote culture and heritage conservation where such aid does not affect trading conditions and competition in the Community to an extent that is contrary to the common interest Such other categories of aid as may be specified by decision of the Council acting by a qualified majority on a proposal from the Commission. Paragraphs a and c settle the legal base for counting regional investment aids compatible. Paragraph a points out regions with income levels per head significantly below the EU average and paragraph c is related to regions with income and employment levels below the average of the member states (Friederiszick, H. The general principle behind the Commissions compatibility assessment is to balance the positive impact of the aid measure (pursuing an objective of common interest) against its potential negative effects (distortions of trade and competition). As mentioned above Commission looks at competition and trade aspects of state aids for making an efficient control. At this point it is known that state aids cause more distortions in markets which are more competitive than others. Clearly if market shares of the firms are small and if there is firms with low profit margins, state aids in this market (given to a specific firm or a group of firms) may have greater distortive effect. The Economics of State Aid Control: Basic Concepts The economics of state aid is related to these fields of economics: Public Economics, The Economics of Competition and International Trade Theory. State Ads must be looked at the window of Public Economics to analyze the purpose and effectiveness of state intervention in the national economy. As mentioned earlier the economics of competition is slightly related to state aids to analyze the impact of state aid on competition. European Commission pays attention to state aid to study its policies in an international context. European Union intends to raise welfare of the EU citizens by using state aids as in other ways. Economists developed social welfare functions in the early years of 20th century. Social welfare function seen as an indicator of total utility of society. Some researches, studies and practices showed the economists that there are two theorems of welfare economics. First theorem says that all competitive markets make Pareto  [2]  Efficient allocation of goods and services. Second theorem says that any income distribution and allocation of resources can be reachable by competitive markets. First theorem points out efficiency concept while second one does that for equity concept. Economists recognizes government intervention in some market failure situations on the basis of efficiency like externalities, public goods, information asymmetries/ missing markets, imperfect competition/ market power. State Aids can be seen as necessary in some cases as an intervention of government. If we look at this topic from the basis of equality, it is not incorrect to say that the mission of governments is to product more fair and equitable outcomes. State aids or any government intervention can be accepted if most fair and optimal resource allocation will be gained after that. Because individual is the reason for being governments and unions. And government intervention and state aids can be accepted for happiness and welfare of individuals (Friederiszick, H. W., Rà ¶ller, L. H., Verouden, V. (2006). Briefly if we think distribution of income as a cake; we can make cake better by increasing the efficiency of an economy and thereby pushing the welfare frontier outward or we can divide the cake better by distributing the available resources in a way that maximizes the preferences of society for equity and redistribution. Therefore the welfare frontier can be moved along. Limits of State Aid A state aid can be measured as effective and provides equity to reach a better welfare point. However for this welfare function there will be some significant problems to be solved. Firstly it is very hard to measure the size of market failure resulting with state aid. For example; lets think a research and development activity which imposes positive externalities. Socially desired output exceeds personal output with a subsidy which is a desirable condition. But there will be uncertainty about the size of economic inefficiency resulted by subsidy. Besides that; benefits gained from a state aid must exceed its costs. State Aids are costly and benefits and these costs must be compared by taking into account the opportunity costs. After that making the decision will be appropriate. As mentioned above frequently the biggest harm of state aids is the condition of distorting competition. Lastly one of the failure of governments is inefficient decision making problem which is a result of deficiencies in providing information can be a bottleneck of success of state aids in terms of efficiency and equity. Principal agent problem between politicians and bureaucrats distorts the political decision making process. Additionally principal agent problem between citizens and politicians is the biggest handicap of representative democracy. As we know this problem occurs when parties have different set of goals. In this context principal agent problem can cause different outcomes of EU state aid than desired ones. With all these consequences one can understand that a state aid can be possible reaching the best desired point (efficient, remedial distributional outcomes/ income distribution) with perfect information (Friederiszick, H. W., Rà ¶ller, L. H., Verouden, V. (2006). European State Aid Control: an economic framework.). Rationales for European State Aid Control It is mentioned above that European Union has targets like helping undeveloped areas to develop, serving European Unions common interests, protecting cultural heritages and increasing employment. It is needed to have an efficient control mechanism for reaching these targets with a more efficient and equitable way. More specifically we can mention three basic rationales of EU state aid control. Cross- Border Externalities: If governments do not take into account the side effects of their intervention, there will emerge cross- border externalities. Member states can try to take advantage of international oligopoly profits by means of state aids even when they compete each other. National Commitment Problems: These problems are generally related to soft budget constraints. Because governments can not establish regulations about transparent budget rules, private firms can be affected from this, negatively. If firms do not have enough incentives to be efficient, it can not be provided the social/ optimal efficiency and one can not mention about any increase in welfare. Internal Market Rationale: The competition will increase by means of integrated European Markets. In addition to this there will be taken appropriate steps for economic development by means of restructuring firms. However state aids without efficient control mechanism harm EU internal market. Because if firms do not compete or do not need to compete in consequence of state aids they receive, benefits from giving state aids can not be provided; on the contrary competition could be distorted. The point to be considered here is that the aid also must provide free circulation of goods and services if and only if under the conditions of competition (Friederiszick, H. W., Rà ¶ller, L. To make compatible its laws and regulations with European Union, Turkey established Competition Authority in December 1994. De Minimis Rule Treaty of European Community prohibits aids given by state resources, which are distorting competition or having impact to distort competition and affecting trade between member states. Nevertheless European Commission has the opinion that small aids do not have any potential distortive effect on trade and competition between member states. For this reason the Commission introduced a rule named as De Minimis Rule to decrease administrative burden on member states and the Commission itself. According to the De Minimis regularization there is not any negative effect of aids below 200.000 à ¢Ã¢â‚¬Å¡Ã‚ ¬ (for a period of three years) on trade between member states and this will not cause distortion of competition (Ä °lhan, B. First two steps address the positive effects of state aids and the third one addresses negative effects. According to the Commission the results / answers acquired from these steps/ questions will determine the qualification and limits of a good and efficient state aid. The Role of Women in The Epic of Gilgamesh Essay -- Foster, Literary An

The story starts off with Gilgamesh, the King of Uruk, who is one third man and two thirds god. This story is about a man's quest for immortality in addition to the importance of boundaries between the realms of animal, man and gods. Women symbolize the importance of locative boundaries in the text. These boundaries are set by the harlot Shamhat, Ishtar, Siduri, the tavern keeper, Ninsun and Utanapishtim's wife. By giving women this role of wisdom and boundary enforcement, The Epic of Gilgamesh reflects how Mesopotamian society actually valued women. The harlot, Shamhat, serves to establish the boundary between animals and humans. Enkidu, a creature on the border between animal and man is selected by the gods to balance out Gilgamesh's power. Gilgamesh summons Shamhat to civilize Enkidu after a hunter complains to him about not being able to hunt properly. Gilgamesh insults Ishtar with rejection and she then sends down the Bull of Heaven as revenge (85-88). After Enkidu and Gilgamesh kill the Bull of Heaven Enkidu insulted Ishtar further when he, "tore out the Bull's right thigh and tossed it in her face" (88). ... ... Gilgamesh sleeps show that he is powerless over sleep. Utanapishtim's wife represents Gilgamesh's inability to be immortal and the necessity of boundaries between the realms. Therefore, both Utanapishtim's wife and Ninsun symbolize wisdom and the boundary between man and gods. Thus, the role of women in this story serves to keep animals, men and gods in their respective boundaries. The harlot represents civilization by taking Enkidu from wild man to civilian and putting him solely in the human realm. Ishtar keeps Gilgamesh in check by taking Enkidu's life as a result of their disrespect while Siduri shows a woman's wisdom by giving Gilgamesh his lot in life. Meanwhile, Ninsun gives Enkidu to Gilgamesh as an equalizer as well as her prophetic knowledge. Lastly, Utanapishtim's wife shows that Gilgamesh can never be immortal and therefore must stay in his own world.

When an individuals is faced with a more difficult task it may lower that persons self esteem and then lead to that person not performing at his or her best. Most people are afraid of being judged and this will affect all of our normal everyday behaviors due to a low self esteem issues. Now with simple tasks a person’s performance can be a positive and a stimulating experience allowing a person to perform better and set higher goals for themselves and have higher self esteem. I am a person who can identify with these, in starting school a few years back I was very intimidated and self conscious about being in a class room with people I did not know. I watched everything I said or did and did not want to even raise my hand because I did not want to be embarrassed if I answered incorrectly or sounded stupid. At first in my class I did not perform very well with the group, but as I got to know everyone my positivity started coming out and I was able to benefit with being in a group and excelled. The article I read in the Journal of Social Psychology was about a widely accepted finding that in social psychology, that the mere presence of others reduces anxiety. Based on Wrightsman’s widely accepted findings, that his study which he originally demonstrated that the reduction of anxiety is less in the presence of others (at least firstborns). Though Epley raised some questions on the methodology of Wrightsman’s study and about the real reason there was an anxiety reduction, Epley stated that it was probably due to the distractions or social comparison and not just the  presence of others. I believe that depending on the situation the group may be in. I also found that also it depends on the situation and task at hand that a group is in and if the conditions are peaceful or hectic. The next article I read stated that the presence and type of situation and the connection between the two with the presence of an audience and how they react to the performance. Partic ipants were performing various tasks both in group settings and alone. In group settings word association was better performed compared to problem solving tasks which were more successful while performed alone.
